A crowd is gathered around an official who is reading a proclomation aloud on the streets.
"By Order of the Imperial Courts, in an effort to bring certain criminals to justice, a new open bounty system is being implimented. There shall now be an Office of Bounty Management opened here in Kyoto City for the purpose of making certain jobs and opportunities available to the public. The offices shall be manned at all hours. Any who wish to apply for these jobs shall present themselves to the Administrator of the Offices."
The official posts the proclomation on the door of the new Office of Bounty Management door and walks away.
